Understanding the comparison
Income helps but does not decide it. Several Gulf states and Nordic countries are effectively fully connected, while some middle-income countries lag their neighbours. Mobile networks let a number of countries skip fixed broadband entirely, so a low-income country with good mobile coverage can beat a richer one.
How this measure is defined
The value is the share of people who used the internet in the previous three months, gathered from national household surveys. Survey years, question wording, and age ranges differ between countries, so treat close values as roughly equal. Fewer countries report this measure than the others in this collection.
